Jber Boniface Visitor Center - Gate entry procedures are designed to allow members of the Department of Defense and their families access to the base. All DoD IDs will be electronically scanned and all other IDs will be visually inspected. Vehicle stickers are no longer required, but can still be provided as an on-demand service.

DOD members may register their visitors up to three days prior to their arrival. This allows the guest to drive to the visitor control center at the Richardson or Boniface gates, obtain a DBIDS pass and enter the installation. DOD ID cardholders are authorized to vouch for guests traveling in the same vehicle upon entry to the facility without obtaining additional identification as long as guests have valid state or federal identification. Guests over 16 without ID will be directed to the Visitor Control Center to obtain a DBIDS ID. Guests must remain with their sponsor at all times and sponsors are ultimately responsible for the actions of their guests during the installation.

DOD ID card holders may sponsor guests for unaccompanied access up to 72 hours prior to their arrival by going to the Visitor Control Center and registering them on the JBER Visitor Registry. In this way, up to nine guests can be sponsored at a time. If the visitor shows up without prior approval, the DoD sponsor will be asked to meet the guest at the visitor screening center prior to issuing the JBER pass.

A DoD ID holder wishing to sponsor 10 to 50 guests must apply at least five days in advance on Form 22 at the 673rd Air Force Base. Requests for 50 to 100 guests require two weeks' notice and 100 or more guests one month's notice.

Non-DoD members wishing to use recreation permits on the JBER-Richardson side of the facility must enter through the Richardson Gate. Anyone, including members of the Department of Defense, vacationing at JBER-Richardson must first register at the Richardson US Visitor Center. In the event of an emergency, VA cardholders can go to any door, show their ID and drive directly to the JBER emergency room. Food, delivery and taxi drivers will need to obtain a DBIDS card; however, these changes will not affect the services these providers provide to base residents.

Vehicle owners must have Liability Insurance with minimum coverage of $50,000 for personal injury, $100,000 for each accident and $25,000 for property damage.

Family members must obtain an Alaska driver's license within 90 days of arrival or within 10 days of securing employment. Military members should call the Alaska Department of Motor Vehicles in Anchorage at 907-269-5551 for information about changing their driver's licenses and vehicle registrations. Seat belts for drivers and passengers are mandatory in Alaska and on base. Failure to wear a seat belt will result in a one-week suspension of driving privileges for the first offense, a one-month suspension for the second and a one-year suspension for the third.

Child restraint laws now require children age 4 and younger to be restrained in federally approved safety seats. Passengers between the ages of 4 and 16 must wear a seat belt or child restraint, as appropriate. The operator of the motor vehicle can be registered regardless of whether the person is a parent or not.

Mainstream police consider using a mobile phone while driving without a hands-free device to be a 'primary offence'. This means that offenders at Joint Base Elmendorf-Richardson can only be suspended for that offense. Drivers must use voice dialing or pull to dial. Violators will receive a traffic citation from the armed forces and a seven-day on-the-spot driving ban (30-day driving ban on a second offense basis). Possession of an iSportsman Recreation Permit is a prerequisite for recreation at JBER. Recreational users can log into iSportsman to register for an annual permit, log in or out online at www.jber.isportsman.net or visit the Boniface or Richardson Visitor Centers and use the self-service kiosks. First, check the website to verify that the self-service kiosk you plan to use is functional.

This annual permit is available to all eligible recreational JBER personnel (active, military and civilian). The cost of the permit is $10 for individuals, but $5 for seniors (60 and older) and persons with disabilities.

Visitors are not permitted to entertain in the camp area or at JBER-Elmendorf without the presence of a military sponsor. The iSportsman Holiday Pass does not give you access to JBER. To access the JBER, you will need to have your iSportsman Recreation Pass and stop by one of the Visitor Control Centers to be screened for installation if you do not have base access. Individuals who do not pass the screening process will not be admitted to JBER. The following items are prohibited for use, transportation or storage at JBER: blackjacks, slaps, metal knuckles, batons, nunchucks, batons, truncheons (except for law enforcement personnel), spiked gloves, or any other instrument whose apparent purpose is to be used as a weapon, such as a sawn-off shotgun, club, machete, bayonet, or knife blades longer than 6 inches that have no sporting use, or when used in a manner not intended for the original design. Weapons may be carried in plain sight, secured in a trunk or secured in the rear storage area of ​​the vehicle. Firearms must be placed in a carrying case, holster or suitable packaging. Firearms must be transported unloaded, with ammunition separate from the weapon.
